BCT Construction, Inc.'s basic underlying principle is simplicity and efficiency with a focus on accomplishing defined objectives. The major corporate objective is to meet contractual requirements on time, within budget, and to the client's satisfaction. The team is structured to provide the necessary direction and oversight for successful construction contract performance by efficiently performing the three basic management functions:
- Organizing - Corporate procedures, standard operating procedures, policies and OSHA/HUD and Rhode Island Department of Health regulation requirements.
- Planning - Projects are broken down into tasks which are divided into well-defined activities. Resources are identified to carry out each task and project meetings are scheduled weekly or as needed.
- Controlling - The monitoring and controlling function is carried out at two levels: the corporate and project level. At the corporate level, executive reports summarizing the status of all construction projects are presented monthly. At the project level, project management software is used to control the budgets and contract performance of each project.
BCT Construction, Inc.'s contract management is based on a team effort and close coordination of resources. Our modular structure allows us to specialize in well defined functional areas allowing us to integrate all aspects of construction management as well as contract performance within a total quality management infrastructure. Our project team is supported by a well-trained management team that contributes to the achievement of common goals on both a corporate and project level.
Mariano J. Brown, Founder and Owner
Mr. Brown has over 30 years of comprehensive experience and knowledge of the vertical and horizontal construction industry. Mr. Brown's responsibilities are to review and approve all contract administration decisions, contract negotiations, as well as manage and direct all field operations. Mr. Brown is a certified and licensed RI Lead Hazard Reduction Site Supervisor/Contractor. For the past ten years Mr. Brown has worked in the Lead Hazard Reduction business. He has worked closely with local cities and towns providing Lead Hazard Reduction services to qualified homeowners participating in the federally funded HUD Lead Program. Mr. Brown has special expertise in federally funded construction projects and served as a construction management consultant to Grant Thornton LLC Management Consulting Division in Boston. Through his company, MJ Consulting, Inc. and C. Thornell & Associates, Mr. Brown was subsequently contracted by the Executive Office of Transportation and Construction for the Commonwealth of Massachusetts to assist with the development and management of the Business Development & Support Service Program for the Mass Alliance for Small Contractors. In this capacity he provided highly specialized services to minority-owned and women-owned businesses in the New England region. Under his direction the program provided highly focused technical expertise of heavy road and highway projects. Under the auspices of MJC/CTA, Mr. Brown has provided technical assistance, business development and management consulting to private clients in the construction and service industry.
Consuelo G. Thornell, President
Ms. Thornell is President & Cofounder of BCT Construction, Inc. In this capacity she is responsible for the day to day operations of the business, marketing, client relations and development as well as agency relations. She is actively involved in the individual projects both providing management and direct services as part of the team. As founder and CEO of Consuelo G. Thornell & Associates (CTA), she provided customized market research focusing on the unique needs of diverse ethnic populations in both public and private sector contexts. Ms. Thornell is highly experienced in urban development and planning issues, and draws from her experience to provide highly focused quality services to meet the demands of any given market. Ms. Thornell is fluent is Spanish and has designed and facilitated focus groups, in-depth interviews and data collection instruments in both English and Spanish. She also has an extensive background in management consulting and business development, particularly in the area of Minority Business development.
Ms. Thornell is an active and respected member of the business community of Boston. She presently serves on the board of the Boston Redevelopment Authority and the Economic Industrial Development Corporation which is the City of Boston's planning board.
Ms. Thornell was a subcontractor to Grant Thornton LLC, Management Consulting Division in Boston to provide supportive services to the Massachusetts Highway Department for Disadvantaged Business Enterprise Program. Through MJC/CTA she was involved in the development and implementation of the MassAlliance for Small Contractors Technical Assistance Program. Her responsibilities included providing highly specialized business development, targeted outreach, advocacy and management consulting and construction related services to minority and women-owned businesses in the New England region.
Her Accomplishments include the following:
